Condensation on bottom of gutters.
The gutters are affixed to the fascia boards using some form of screws nails or hangers which are usually driven straight through the side of the gutter itself and into the boards.
Sometimes here in north idaho on a cold blue sky day the east side gutter appears to sweat condensate and collect on the bottom of the gutter facia trim where it travels to the os corner and promptly drips on the steepest section of side walk below freezes and waits for ups fedx delivery man.
Surface tension holds these beads of water in place until the droplet becomes too heavy.
